This Confluence release includes additional updates to our Apache Tika dependency in response to CVE-2025-66516.
Our security team has assessed that the current scope of this CVE does not present the same critical risk in our products, as our use of the dependency doesn’t support the known path for exploitation.
The patch for CVE-2025-66516 is being released out of an abundance of caution.
Key issues fixed include:
- CONFSERVER-101168: The userlister plugin in Confluence can cause excessive Hazelcast topic traffic for cache invalidation, leading to excessive heap usage which results in an OutOfMemoryError.
- CONFSERVER-99635: The Rate Limiting page displays an error as soon as any user reaches the maximum allowed number of requests for the first time.
- CONFSERVER-101788: XXE (XML External Entity Injection) Tika Dependency Vulnerability in Confluence Data Center and Server.
- CONFSERVER-101340: User Index Missing After Enabling Confluence Index Improvement Dark Feature.

Marketplace Platform
Overview
We are deprecating v2 App pricing APIs (Get pricing API & Submit pricing API) and providing replacement for those APIs via APIs powered by Atlassian Commerce platform.
This document will guide you on how to use the new Commerce APIs.
Currently, Marketplace Partners can set app pricing in two ways: either through the Marketplace Partner Console UI or by using the Marketplace v2 APIs. However, the Marketplace API only supports managing pricing for the Standard edition of apps.
In the future, partners will continue to have two options for setting pricing: the Marketplace UI or a new API provided via the Commerce. The Commerce API will offer enhanced capabilities, allowing partners to manage pricing for different editions, multi-instance apps, and handle Atlassian Government Cloud (AGC) & Isolated Cloud-related packaging and pricing requirements.

We’re deprecating below Marketplace v2 pricing APIs:
- GET /addons/{addonKey}/pricing/{cloudOrServer}/{liveOrPending}

Access to the following sensitive features is now more clearly defined to ensure that only the appropriate roles have the required permissions:- Search configuration: only Confluence System Administrators can configure search settings.
- Strict path checking of a WebDAV plugin: only Confluence System Administrators can disable and enable strict path checking.

Cloud connectors for hybrid integrations

We’re introducing cloud connectors to help you connect Data Center and cloud through the Atlassian Admin Hub. Now, you can set up and manage Rovo and Portfolio Insights connectors in one place, with OAuth 2.0 securing every authentication and authorization flow.
Details on configuring cloud connectors
Your existing Portfolio Insights and Rovo connectors will keep working with OAuth 1.0. Portfolio insights security key will expire in 180 days after it was set up. You can switch Portfolio insights to cloud connectors with OAuth 2.0. To do so, follow these steps to upgrade Portfolio Insights to cloud connector.
We don’t recommend switching your existing Rovo connectors to cloud connectors yet because this will trigger reindex and may cause issues.
In-product integrations, like using Confluence as a Jira Service Management knowledge base, continue to work as well. If you’re using older connection methods, such as the Cloud Companion app or application tunnels, these will still work, but we recommend switching to cloud connectors as you upgrade.

App developers
Head to Confluence 10.2 beta release notes to find out more about changes under the hood. For Confluence 10.2, there were no Early Access Programs (EAPs) releases. Instead, only beta releases are available. This is because Confluence 10.2 is a Long Term Support (LTS) release.
Upgrade steps
Always test the upgrade in a test environment before upgrading in production.
To upgrade Confluence to the latest version:- From the Administration menu, select Manage apps, and then Confluence update check to verify the compatibility of your user-installed apps with the target application version.
- From the Administration menu, select General Configuration, and then Plan your upgrade and the version you want to upgrade to. This will run the pre-upgrade checks.
- From the Administration menu, select General Configuration, and then Troubleshooting and support tools to check your license validity, application server, database setup, and more.
- If your version of Confluence is more than one version behind, read the release notes and upgrade guides for all releases between your version and the latest version.
- Back up your installation directory, home directory, and database.
- Download the latest version of Confluence.
- Follow the instructions in the Upgrade Guide.
Update configuration files after upgrading
The contents of configuration files such as server.xml, web.xml, setenv.bat / setenv.sh, and confluence-init.properties change from time to time.
When upgrading, we recommend manually reapplying any additions to these files (such as proxy configuration, datasource, JVM parameters) rather than simply overwriting the file with the file from your previous installation; otherwise you will miss out on any improvements we have made.Upgrade instructions

Confluence 10.2 development
Confluence 10.2 moves through beta and release candidates in an LTS cycle, with development releases clarified and upgrade paths explained. The timeline shows 10.2 beta and RC milestones dated October to November 2025.
Development releases
Development releases are interim builds of Confluence that we make available so that interested customers can try out new features, especially those features that you may have been waiting for, and don't want to wait another month for the next official release. Development releases are also called early access program (EAP) releases.

Development releases are not production ready. Development releases are snapshots of the ongoing Confluence development process. While we try to keep these releases stable, they have not undergone the same degree of testing as a full release, and could contain features that are incomplete or may change or be removed before the next full release.
No upgrade path. Because development releases represent work in progress, we cannot provide a supported upgrade path between development releases, or from any development release to a final release. You may not be able to migrate any data you store in a Confluence development release to a future Confluence release.
Atlassian does not provide support for development releases.
